Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

All shipments to Democratic Republic of Congo with a value of 2,500 US$ or above, prior to shipping have to be inspected in the country or territory of origin, by Bureau Veritas, the company mandated by the Democratic Republic of Congo to carry out control of quality, quantity and cost of goods.

Bureau Veritas issues an Inspection Report after the control, and finally a Clean Report Form (Attestation de Verification) when cargo documents (Airway Bill, Commercial Invoice, Packing List) are dispatched.

Shippers and importers should abide by this regulation as failing to comply may incur heavy financial penalties (twice entry duties, 4% of CIF value for inspection at destination, 16% of VAT for both).

According to the clearance regulations in the Rep Democratic of Congo (DRC), a Tax Number from the Receiver is requested for any package that is shipped Prepaid or Free Domicile and with a value above 100 USD of Duty and Tax, before starting the clearance formalities . Delays may occur in case the number is missing. The sub-contractor might request a Tax Number on behalf of the customer but this service would be available for a fee only.

Shipments on hold due to a missing ORDRE A DECLARER document (document that authorizes the sub-contractor to clear goods on behalf of the customer), will be abandoned or returned to the shipper, if the document isn't provided within a 3 month period.

Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.
Shipments with a value greater than US$200.00 going to Lubumbashi will be classed as high value shipment.

Shipments with a value greater than US$100.00 going to Kinshasa will be classed as high value shipment.

Any shipments that are greater than the above values will be compulsorily inspected by Customs and be subject to higher duty and tax charges.

For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges.

Invoice Requirements
Non-document shipments to the Democratic Republic of Congo must include 1 original and 2 copies of an invoice.

The shipment value must be shown in U.S. dollars. The broker must translate the invoice into French for Customs clearance.

Shipments of documents do not require an invoice.

The consignee's telephone number, mobile number and email address if available, should appear on the invoice, which should always have a correct value listed.
