Additional Import Documentation
For all non - document shipments, the country or territory of origin of the items sent must be written on the invoice, no matter how much the shipment's total value is.

Commercial shipments, mainly animal products or food, depending on the Harmonized Tariff Code and country or territory of origin, may require a Certificate of Origin. Please check with your local Chamber of Commerce before shipping.

The Certificate of Origin must meet the following Customs stipulations:

  • Must be an original
  • Must contain the shipper's original signature in ink
  • Must be issued by the Chamber of Commerce
  • Must contain a seal or watermark in the paper
  • Must provide a detailed description of the goods. General descriptions of goods, such as "clothes" or "garments," will not be accepted.
Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Additional Clearance Information
Shipments, with a value of 300 GEL or more, and/or with total actual weight of 30 kgs or more, and/or is of special category are subject to customs clearance according to Georgian Legislation.

If the consignee is an unknown customer to the UPS ASC in Georgi, they need to come to the office, submit an ID card copy and after this, clearance and delivery is possible.If consignee is a regular customer and no problem in documentation, customs clearance is mostly done by electronic method without customer having to attend service centre. to be transferred to local Customs for clearance.

Main Documentation For customs Clearance in Import regime

For the customs clearance,required following main documentation:

  • AWB, that should be issued on the correct consignees name
  • All permits, all certificates (if applicable)
  • If total goods value is equal to or exceeds 10000 GEL, Revenue Service fee: fixed 300 GEL applies, that should be paid on the same declaration date and after payment the consignee should submit payment confirmation documents. Regarding VAT, for such shipments, the consignee should make payment within 5 days.
  • If consignee is company - company representative needs to have POA (made and signed by the company director), if customs clearance is performed by the director require his/her ID card.
  • If consignee is private person - required his/her ID card.
  • If consignee is foreigner, who doesn't have Georgian ID card, he/she should provide Temporary Tax Payer Certificate, which should be taken into any Georgian Revenue Service office.

The invoice should have the following information:

  • Tracking number. If there is more than one package, this should be the lead tracking number
  • Shipper's information (All shipper information including contact name, company name, address, city, state, postal code, country or territory, telephone number)
  • Consignee's information (All consignee (receiver) information including contact name, company name, address, city, state, postal code, country or territory, telephone number)
  • Each kind of goods description
  • Each kind of goods quantity
  • Each kind of goods value
  • Total goods value
  • Currency
  • Shippers signature and stamp
  • Invoice number assigned by the shipper if applicable

Consignee's obligation

For customs clearance subjected shipments, the consignee is obliged to provide all correct documentation and perform all required procedures.

Duty and Taxes

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing a third party, the third party's name, country or territory and account number are required.
  • Duties and taxes can be billed to the shipper, receiver or a third party.
  • When billing a third party, the third party's name, country or territory and account number are required.
  • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
  • Please note the following third party billing exceptions:
    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Georgia. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Shipments of medicine and pharmaceuticals require an import license from the Ministry of Health.
Tickets for events like stage performances, football matches or concerts must be sent as non-doc shipments. The invoice must show the ticket price of the event. The ticket price of the event is base of the customs value.
Data shipments to Georgia require an invoice with the value of the CD-ROM or disk only.
Shipments of medicine and pharmaceuticals require an import license from the Ministry of Health.
Any item intended for military use (uniforms, radio or electronic equipment, parachutes and spares) require an Import License.
An Import License is required for all transmitting equipment for radio-phone, radio cable, communication including spares, radio equipment including radio locations and radio navigations.
Smoked salmon shipments up to 1 kg will be cleared without needing import permission. Shipments of smoked salmon exceeding 1 kg, will require the consignee to obtain an Import License from the Georgian authorities.

Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.

Items Classified as Documents

The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

Blank checks are classified as documents.
Generally, diplomas, can be imported as a document shipment. An Invoice will be required if the shipment contains a large quantity of diplomas with total gross weight 30 kg or more

Dangerous Goods

Dangerous Goods shipments can´t be send consolidated with non-Dangerous Goods shipments to Georgia.

The Dangerous Goods shipment must be sent on a separate UPS Shipment number.

New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
