Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

NAFTA (North American Free Trade Agreement) was established to allow preferential duty treatment for goods manufactured and shipped between the Customs territories of Canada, Mexico, and the United States (including Puerto Rico). The following information applies to commodities manufactured within the NAFTA region only.

For all commercial shipments over 2,500 USD, a completed NAFTA Certificate of Origin, supplied by the shipper, is required in order to qualify for a possible lower rate or elimination of duty.

In order for commercial shipments 2,500 USD or less to qualify for a possible lower rate or elimination of duty, the shipper must provide either:

  • A completed NAFTA Certificate of Origin, or
  • The NAFTA Statement on the commercial invoice.

The shipper also needs to print their name, title and date with a signature on the invoice.

Shipments importing to the U.S. for the sole purpose of personal use do not need the NAFTA Certificate of Origin or the NAFTA Statement "I hereby certify that the goods covered by this shipment qualifies as an originating good for purposes of preferential tariff treatment under the NAFTA." to qualify for NAFTA tariffs. If the goods are made in a NAFTA country or territory and the invoice states "personal use" the shipment will be processed under the NAFTA tariff codes.

    Billing Options
    • Shipping charges can be billed to the shipper, receiver or a third party.
    • When billing the receiver, either the shipper or receiver's account number is required.
    • When billing to a third party, the third party's name, country or territory and account number are required.

    • Please note the following third party billing exceptions:
      • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
    • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
    Commodity Specific Stipulations

    There are special stipulations on the following commodities when shipping to Puerto Rico. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

    It is legal to import coffee into Puerto Rico. However, the following restrictions apply:
    1. Coffee for personal use: A fee of 2.50 USD per pound of ground coffee must be paid prior to the delivery of the shipment.
    2. Coffee for commercial use: The consignee must provide a license from the Department of Agriculture.
    3. If the coffee complies with all requirements and inspection, the Department of Agriculture will send the importer a detention slip. This slip informs the consignee of the fee to be paid for each pound of ground coffee and directs the customer to the Federal Customs office at Luis Munoz International Airport, where the indemnity is paid.
    Negotiable bonds and drafts are non-taxable.
    Customs defines textiles as samples if they are marked or mutilated. Marked samples must have the word “sample” stamped in contrasting permanent ink. Mutilated samples must have holes cut or punched into the material.

    Textile samples cannot exceed 183.0 cm (72.0 in.) in length.

    Textile swatches can be shipped without being marked, mutilated, or subject to quota only if they are smaller than 21.0 cm x 21.0 cm (8.0 in. by 8.0 in.).

    Write on the invoice whether the sample shipment is marked or mutilated.

    Marked samples cannot exceed US$800.49 per shipment.

    Customs requires formal entry and a textile visa for all non-mutilated textile shipments from the following countries or territories regardless of declared value:

  • Commercial invoices are required for all textile shipments. If samples, the invoice must state whether the goods are marked or mutilated, and must include a detailed description, fabric content, and country or territory of origin. Textiles shipments that meet the “live entry” criteria must adhere to strict Customs entry requirements and will automatically experience a delay in Customs clearance. A Live Entry is a Customs & Border Protection entry in which the duties must be paid at the time of entry. The majority of these shipments will be textiles from Asia Pacific, Central & South America, and Eastern Europe. These shipments are prohibited entry into the commerce of the United States in the absence of a valid, applicable Visa issued by the exporting country or territory.

    All textile products must contain labels stating the fabric content and the country or territory of origin. Labeling must be done prior to importation into the U.S.

    Textile shipments must have commercial invoices that contain the following information:

  • Detailed product description
  • Fabric content
  • Country or Territory of origin
  • Customs will hold textiles shipments without invoices or textile visas (where applicable), or with incomplete invoices at the port of entry. UPS assesses a storage fee of US$20.00 per day on these shipments. The fee starts 48 hours after first contacting the customer for the required information.

    Shipments of tires are subject to a recycling fee based upon their size.

    Invoice Requirements
    Non-document shipments to Puerto Rico must include 1 original and 2 copies of a commercial invoice.

    All non-documents shipments must have a commercial invoice for Government purpose.

    The Total Value of the shipment MUST be included on the invoice. No matter the value. When available, the consignee's phone number should appear on the invoice.

    Items Classified as Documents

    The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

    Validated airline tickets are classified as documents. Blank airline tickets are classified as non-documents.
    Blank checks are classified as non-documents.
    Credit Cards import are treated as documents and do not require an invoice.

    Special Clearance Requirements
    Perishables
    Perishables are accepted. UPS does not provide a protective service for the transportation of perishable commodities or of commodities requiring protection from heat or cold. Such commodities will be accepted for transportation solely at the shipper's risk for damage occasioned by exposure to heat or cold.
    The declared value for items that are repaired or under warranty must have the cost of the repair stated on the invoice and not an actual unit cost.
    The invoice for sample shipments must include the following information:

  • State that the items are not for sale
  • State whether the goods are "marked" or "mutilated"
  • Include a detailed description
  • Indicate the country or territory of origin
  • New requirements have been implemented for both small package and WWEF shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
