Additional Import Documentation
Any shipment with value above USD 2500.00 requires the consignee to provide an Import Permit (IP).
Import Registration Certificate (IRC).

This is mandatory for business entities who are desirous of importing raw material or other special items to Bangladesh. A valid IRC is a must unless not exempted in the Importers, Exporters and Indentors (Registration) Order, 1981. However, the requirement of IRC is exempted in following two cases:

1) LC for import of capital machinery and initial spares for setting up new industrial unit may be allowed without IRC (ref. Import Policy Order, 2015-18)

2) individuals or institutions may import permissible items valued up to 7000.00 USD for their own use under cash foreign exchange without IRC (ref. Import Policy Order, 2015-18) .

Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Additional Clearance Information
Clearance of non-document items may be delayed if the telephone (or telex) and contact name are not provided, particularly for shipments located outside Dhaka.
When any DGR shipment is sent to Bangladesh from any country or territory, transit hubs (e.g Dubai, Singapore and Delhi hubs) must mention DGR shipment on Master Airway bill copy along with UPS Airway bill number. This is for easy identification of DGR goods.

An amount of USD 100.00 for each shipment is penalized as DGR charge by Bangladesh government if DGR identification is not mentioned on the Master Airway Bill. .

As per Bangladesh Customs rules and regulation, Customs reserve the right to penalize the consignee as well as the carrier for any discrepancies / miss-declarations on weight, pieces, value or commodity description. The penalty amount starts from US$1250 and ends up in seizure of the goods along with the penalty.

Mentioned below but not limited to:-

1. Weight: Difference of weight declared in AWB manifest against actual weight measured during Customs assessment.

2. Product declaration or description: Non-documents declared as documents, improper descriptions such as samples, gifts, or product model/composition rather than description of product.

3. Value: Declared value currency is preferred to be in US$ and must be indicated in invoice for non-document shipments. Zero dollar value for non-documents are not acceptable.

Amendments are accepted by customs on the value or address corrections and for that the below is required. But note, Bangladesh customs reserves the right to accept such amendments and requires several Government approvals and payments as advised by the customs based on the merit of the commodity.

1.Letter from the Shipper to Bangladesh customs requesting for change with the correct information.

2.Letter for UPS origin to Bangladesh customs requesting the same.

3.Since, Bangladesh Customs ASYCUDA is updated by the Airlines from the Origin, in some cases the origin Airlines might have to provide the same letter.

4.In case of Address correction, a NOC (Notification of Change) is required from the Consignee to whose name the consignment first arrived in Bangladesh.

A Documents bag shall not be used for sending Non- documents shipments. Customs will charge penalties for such incorrect bagging.
Packages must have a complete address. Packages without a complete address may be held in Dhaka and the recipient advised to collect the shipment from the UPS office.
UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

High-value shipments, such as TVs and VCRs, sent to individuals cannot be shipped as courier packages. Shipments intended for the consignee's personal use and not for resale, such as letters, gifts, games, and clothes are not accepted.
The importer in Bangladesh needs to supply their 11 digit VAT number to clear any shipment. Clearance will take 2-3 business days if consignee has the correct VAT details.

VAT is a mandatory for B2B (business-to-business) shipments, it is necessary that the shippers are consigning the goods to the correct receiver and provide the required information (company field should have the correct company name, and the address field should have the correct address).

Billing Options

Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Bangladesh. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Shipments of films are subject to a customs inspection. If found to contain undesirable contents, shipment will be seized and a fine of $50,000 BDT may be charged.
Commercial importers must have a drug license and all other relevant papers to import medicines in large quantities. In special cases (life saving drugs), the consignee may import medicines in small quantities.

Invoice Requirements
Non-document shipments to Bangladesh must include four copies of an invoice. One copy of the invoice should be attached to the air waybill (AWB).

Invoices must contain the following information:

  • Complete details
  • Customs purpose
  • Value declaration

    Certificates for chemicals must accompany invoices.

    The consignee's telephone number must appear on the invoice.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Bangladesh.

    Shipments of Lithium Metal Batteries are prohibited on Emirates Airlines flights which UPS uses to this destination country or territory.

    Alternative arrangements are in place, but expect transit delays if the normal planned flow of the package is via Dubai, United Arab Emirates. Time in Transit may be extended due to solution found.

    Special Clearance Requirements
    For the request of Duty & Tax free Non-Document shipment into the BEPZ (Bangladesh Export Processing Zone), please note the following steps:
  • Upon the arrival of the shipment, Consignee will be notified on the same day with a Cargo Arrival notice.
  • This notice will contain all the relevant documents such as invoice, HAWB, etc.
  • Consignee will submit the documents along with their request for free duty/tax to local BEPZA (Bangladesh Export Processing Zone Authority) Office.
  • Import Permit will be issued by the BEPZA office and each shipment application will take two business days from the date of application.
  • The Import Permit will be handed over by the importer to the express company/their own broker who will arrange for the shipment release from Airport Customs.

    The whole process will take approximately 4 to 7 days from Import to Delivery within BEPZ.

  • New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
