A Certificate of Origin is required for certain goods subject to certification.
Government Registration Certificate (Sanitary-Epidemiological Control) Commodities which are subject to sanitary-epidemiological controls have to be registered prior to the first import. The Government Registration Certificate will be issued based on evaluation of product samples. Samples for certification purposes can be imported without the certificate if the purpose of importation is clearly indicated on an attested invoice in Russian language. The shippers invoice must state the producer name, the country or territory of origin and full detailed description of goods. A copy of the Government Registration Certificate must accompany the commodities which are subject to sanitary-epidemiological controls at the point of time of import.
Commodities which are subject to product safety regulations underlie sanitary-epidemiological controls at the border has to be accompanied by an attested invoice (shippers stamp and signature). The shippers invoice must state the producer name, the country or territory of origin and full detailed description of goods. Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Additional Clearance Information
Transit Shipments (all cities except Almaty)
Shipments destined to other cities than Almaty can be forwarded within a transit procedure or cleared in Almaty. The shipment will be held by Customs in Almaty until the consignee completes the Customs Transit procedure. After the completion of the transit paperwork, the shipment will be forwarded to the destination city where the consignee must do a full clearance procedure and pay all duties and taxes applied to this merchandise. UPS offers the brokerage service of preparing the transit and formal clearance procedure. An accessorial charges of 20000.00 KZT for transit procedure and 30000.00 KZT for formal clearance is applicable.
Shipments destined for legal entities, with a customs value lower than 200.00 EUR, for internal use (no resale); can be released by submitting a petition letter to Customs Office.
All the cities indicated under Area Served have door-to- door delivery service. Packages received in Kazakhstan to an unserved address need to be picked up by the consignee at Almaty office or from local offices of UPS Kazakhstan Service Partners.
Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.
Shipments exceeding the customs value of 200.00 Euro (invoice value) must be declared as formal entries. Duty and VAT applies.

Non-Residents of Kazakhstan cannot import High Value shipments.

Companies may receive without paying Custom duties and taxes documents without value. Shipments for companies, which have custom value (invoice value + freight costs) not higher than 200 Euros for internal use (no resale); can be released by submitting a petition letter to Customs House.
Merchandise imported for private individuals can be cleared without paying duties & taxes by filing a simplified form of declaration. The clearance procedure can be done by a consignee, UPS KAZ brokerage or an alternative broker. The clearance must be done prior to delivery. To authorize UPS KAZ to arrange the clearance of goods the consignee must provide copies of his ID card or passport (scanned images are valid, too) and sign an authorization contract with UPS KAZ, so that UPS KAZ can act on behalf of the consignee. The simplified declaration can be issued if the following conditions are met:

The total value of the shipments received by a consignee must not exceed 500.00 EUR in 1 calendar month-the total weight of the shipments received by a consignee must not exceed 31.00 kg in 1 calendar month-the goods must be for personal use and have no commercial purpose.

Additional documents such as obligation letter and clarification letter, can be requested by a customs inspector.

Samples do qualify as goods with commercial purpose and are subject to formal customs clearance.

Quantities & description of merchandise that qualify to be imported without paying duty and taxes:

Treatments and pharmacology-500 g per person

Photo, audio, video & other common technical and electric devices -1 piece of each merchandise per person

Printed materials, magazines, catalogues & brochures- up to 10 pieces

Audio, videocassettes, CD, DVD, vinyl & photographic films up to 10 pieces

Watches- along with any payment confirmation (receipt, payment order, etc)

If any of these conditions are exceeded, duties and taxes will apply & consignee is responsible for clearance.

UPS reserves the right to return uncleared shipments automatically if and when a shipper fails to advise/instruct within the appointed time through the ERN.
UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

Some commodities are subject to sanitary-epidemiological controls at the border. Affected are commodities getting in contact with the human skin like foodstuff, products for kids, cosmetics, certain personal protective equipment, & products used to produce or clean such products.

These commodities can only be imported by companies if the government of one of the countries or territories of the new built customs union (Russia, Belarus and Kazakhstan) certified the safety of the products prior to the first import. With the start of the customs union the sanitary-epidemiological controls will be executed at the border. With the arrival of the goods the government registration certificates must be presented together with an invoice in Russian language attested by the shipper. The shippers invoice must state producer name, country or territory of origin & full detailed description of goods. Shipments without the appropriate documentation are not allowed for import & must be returned.

There are exemptions from the above mentioned rules. Samples imported for certification purposes in regard to sanitary-epidemiological control requirements & samples intended for trade fairs or promotional purposes & not intended to be sold can be imported without the certificate. If goods are imported under the exemptions they must be accompanied by a letter of the producer stating the products are produced & sent to the consignee for the above mentioned purposes. The shipper's invoice must state the producer name, country or territory of origin & full detailed description of goods. The documents must be in Russian language & have be attested by the shipper.

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.

For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges.
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Kazakhstan. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Shipments of chemical products, depending on the Harmonized Tariff Code, may require an import license or a simple confirmation from the consignee. In addition, the product itself must be labeled with a description of substances as well, and the commercial invoice must contain a detailed product description. Otherwise, shipments will be rejected by customs and returned back to the shipper.

Products which are used for cleaning or producing machinery meant for producing food stuff, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border. Shipments of cosmetics require a safety certificate and the government registration certificate. The certificates must be available prior to shipping.

A copy of the government registration certificate has to accompany the shipment together with an invoice in Russian language attested by the shipper to avoid an immediate return of the shipments. Data shipments to Kazakhstan require an invoice with the value of the data and the value of the CD-ROM or disk.
Shipments of machinery and spare parts for machinery require a safety certificate and an invoice with a detailed description of every spare part. Machinery imported for internal use, not for resale and in unit quantity, can be imported without the safety certificate. Spare parts of already certified machinery are exempted from the requirements.

Personal shipments can be imported duty and tax free under the following conditions:

  • No more than one personal shipment each month
  • Maximum of 2 items of any commodity each month
  • Total value of the shipment including freight charges must be less than 1,000.00 Euros
  • Maximum shipment weight must be less than 31 kg

    Note: Personal shipments not meeting the conditions above may be imported but duty and VAT will apply.

  • Shipments of pharmaceuticals require an Import License.
    Shipments of radio locators, radio cable, radio-navigation's, other radio equipment, transmitting equipment, communication and spares require an Import License.
    Shipments of smoked salmon require a Certificate from the Russian Testing Organization (Rostest).
    Shipments of textiles must be accompanied by a Certificate of Quality and Safety issued by the shipper. When the value of the shipment is US$10,000.00 or greater, the importer must also provide Customs a "Passport of the Bargain" issued by a bank.
    Shipments of toys require a safety certificate issued by ROSTEST. Toys are also subject to sanitary-epidemiologic controls at the border. A government registration certificate issued by ROSPOTREBNADZOR and an attested invoice in Russian language needs to accompany the products at the point of time of arrival.     Shipments of military uniforms and attributes require an Import License.
    Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.

    The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet those criteria to be considered a document shipment.

    Blank checks are classified as documents. Payroll, personal, and unused traveler's checks are prohibited.
    Tickets for events like stage performances, football matches or concerts can be sent as documents providing shipment does not exceed 5 kgs.

    Event tTickets coming from a printing company and sent to the organizer of the event or ticket sales offices cannot be sent as documents.

    For shipments exceeding 5 kgs, the invoice must show the manufacturing costs of the ticket.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Kazakhstan.

    Perishable goods are prohibited.
    Personal effects cannot be shipped between these countries or territories.
    Plants in any form or condition, including seeds are prohibited.

    Special Clearance Requirements
    New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
