Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

In addition to a Commercial Invoice, a Packing List is required.

Additional Clearance Information
All non-document shipments to Cote D'Ivoire require an inspection by a dedicated pre-inspection office (for example, Web Fontaine) either at the origin (to be arranged by the shipper) or at the destination (which can lead to import delays). For more detailed information please contact your Chamber of Commerce. In addition to Customs and police inspections, there is a Web Fontaine inspection for dutiable shipments. For all packages inspected by this agency, the consignee will be billed as follows:

  • Invoices with a total value up to 500,000.00 XOF = 5000.00 XOF
  • Invoices with a total value from 500,000.00 to 14,000,000.00 XOF = 100,000.00 XOF
  • Invoices with a total value exceeding 14,000,000.00 XOF = 0.75% of the total invoice value.

    Furthermore all non-documents shipments are split into 3 types of dutiable items:

    Invoices with a total value up to 50,000 XOF duty and tax will be calculated through a simplified process there is no need for an import permit; import code or VAT ID.

    Invoices with a total value up to 1,000,000 XOF require a formal customs clearance process along with;

    Import Code & VAT ID.

    Import permit required for Medicine or Health items.

    Value control : Physical control of shipment is done by a branch of Customs called DARRV (Direction de lAnalyse du Risque, du Renseignement et de la Valeur).

    Invoices with a total value above 1,000,000 XOF require a formal customs clearance process along with:

    Import Code & VAT ID

    Import permit required for Medicine or Health items.

    Value control : done by Web Fontaine based on provided invoice, no physical control of the shipment.

    Due to a Ministerial decree, a pre-shipment inspection program was implemented to verify conformity of materials on all imports into Ivory Coast. This control was entrusted to 4 companies: Bureau Veritas, COTECNA, INTERTEK, SGS.

    The supplier/exporter must therefore issue a certificate of conformity to the importer. The costs are charged to the supplier/exporter as follows:

    - Maritime voice = 0.45% of FOB
    - Road voice = 0.30% of FOB
    -Aerial voice = 0.40%.

    Any importation without certificate of conformity will be applied a penalty of 50% of the CIF value with seizing followed by the destruction of the materials at the expense of the importer.

  • Packages under customs hold which need to be cleared as formal entry and where duty and tax apply, the process should be finalized within 25 days.

    After 25 days, a penalty will be charged by customs.

    After two months the packages are seized by customs to be sold at auction.

    Return shipments under customs hold require duty and tax payment charged by customs before they can be returned (RTS).

    Door-to-door delivery is available to Abidjan and San Pedro. Outside these areas, a local transport courier service is used and the consignee is informed about arrival time at destination to arrange pickup.
    Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.

    Billing Options
    • Shipping charges can be billed to the shipper, receiver or a third party.
    • When billing the receiver, either the shipper or receiver's account number is required.
    • When billing to a third party, the third party's name, country or territory and account number are required.
    • Duties and taxes can be billed to the shipper, receiver or a third party.
    • When billing a third party, the third party's name, country or territory and account number are required.
    • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
    • Please note the following third party billing exceptions:
      • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
    • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
    Commodity Specific Stipulations

    There are special stipulations on the following commodities when shipping to Cote D'Ivoire. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

    Data shipments to Cote D'Ivoire require an invoice with the value of the CD-ROM or disk only.
    Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.

    Invoice Requirements
    Non-document shipments to Cote D'Ivoire must include 1 original and 2 copies of an invoice.

    Shipments of documents do not require an invoice.

    The shippers company logo or letterhead and the consignees telephone number, mobile number and email address if available, should appear on the invoice. The Invoice must be signed and stamped. The invoice must emphasize the quantity of each article, the unit price of the articles, the tariff headings of each article and the full amount of the invoice with the currency.


    Items Classified as Documents

    The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet those criteria to be considered a document shipment.

    Company to company and payroll/personal checks are classified as documents. Blank checks are prohibited.
    Tickets for events like stage performances, football matches or concerts can be sent as documents.

    Event tickets coming from a printing company and sent to the organizer of the event or ticket sales offices cannot be sent as documents.

    Passports shipped from company to company are classified as documents. Passports cannot be shipped from private individual to private individual. They are subject to French Border Police regulations.
    Used traveler's checks are classified as documents. Unused traveler's checks are prohibited.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Cote D'Ivoire.

    Drugs (medicine) require an import permit from the Ministry of Health, provided by the consignee.
    Lithium Metal Batteries (UN 3090) are prohibited due to an embargo by Air France.

    Any shipments sent will be returned to the shipper.

    Special Clearance Requirements
    New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
