Government Registration Certificate (Sanitary-Epidemiological Control).

Commodities which are subject to sanitary-epidemiological controls have to be registered prior to the first import. The Government Registration Certificate will be issued by the government authority ROSPOTREBNADZOR based on evaluation of product samples. Samples for certification purposes can be imported without the certificate if the purpose of importation is clearly indicated on an attested invoice in Russian language. The shippers invoice must state the producer name, the country or territory of origin and full detailed description of goods.

A copy of the Government Registration Certificate must accompany the commodities which are subject to sanitary-epidemiological controls at the point of time of import.

Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Additional Clearance Information
Sanitary-Epidemiological Control (Product Safety)

Some commodities are subject to sanitary-epidemiological controls at the border. Affected are commodities getting in contact with the human skin like foodstuff, products for kids, cosmetics, certain personal protective equipment, and products used to produce or clean such products.

These commodities can only be imported by companies if the government of one of the countries or territories of the new built customs union (Russia, Belarus and Kazakhstan) certified the safety of the products prior to the first import.

With the start of the customs union the sanitary-epidemiological controls will be executed at the border. With the arrival of the goods the government registration certificates must be presented together with an invoice in Russian language attested by the shipper. The shippers invoice must state the producer name, the country or territory of origin and full detailed description of goods. Shipments without the appropriate documentation are not allowed for import and have to be returned.

There are some exemptions from the above mentioned rules. Samples imported for certification purposes in regard to sanitary-epidemiological control requirements and samples intended for trade fairs or promotional purposes and not intended to be sold can be imported without the certificate. If goods are imported under the exemptions they must be accompanied by a letter of the producer stating that that the products are produced and sent to the consignee for the above mentioned purposes. The shippers invoice still must state the producer name, the country or territory of origin and full detailed description of goods. The documents have to be in Russian language and have to be attested by the shipper.

All non document shipments are subjected to clearance at Customs at Minsk National Airport, the first point of entry to Belarus.

Customs clearance could be passed by the consignee or his alternative broker or UPS for customer who has contract with UPS and authorizes UPS to clear the shipment. If the importer is not authorizing UPS to clear the shipment he is completely responsible for all clearance issues.

For clearance purposes the consignee needs to provide to UPS or alternative broker the following documents:

  • Translation of invoice and other accompanying documents
  • Detailed description of the goods and usage
  • For contract shipment a copy of the Contract, Passport of Transaction issued by Belarus bank, CO certificate or EU quarantine certificate if the goods require it

UPS or alternative broker uses the above documents to prepare Customs Cargo Declaration (CDD) for the shipment and to calculate duties and taxes.

Duties and taxes should be paid by the consignee directly to Customs account prior to shipment release. To calculate duties and taxes,freight cost should be included in the invoice to avoid delay in customs clearance process.

The broker hands over the CCD to a customs officer when all charges are accepted and Customs confirms the receipt of the money. According to Belarus Customs Legislation clearance procedure consists of the following steps:

  • Customs accepts the CDD and documents
  • Customs verifies the harmonized code for each item of the shipment
  • Customs verifies the value and currency
  • Customs verifies the duties and taxes
  • Customs physically inspects the shipment
  • Customs releases the shipment.

Depending on the above mentioned conditions,Customs clearance may take several days. Due to legislation the consignee has 120 days to clear the shipment. If UPS is not acting as the consignees broker, the consignee is responsible for clearance and should pass Customs procedures by himself or alternative broker.

Customs accepts only original documents provided by the consignee or consignees broker.

Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.
All non-document shipments are cleared in Minsk National Airport, the first point of entry to Belarus. If UPS is not the consignees broker (consignee does not have Contract with UPS), the consignee must go to Minsk National Airport to provide required Import documents and release the shipment.
Non-cleared shipments can not be delivered by UPS anywhere until it is released by the consignee or broker. All non-document shipments not cleared within 120 days terms from the arrival date will be automatically returned to the shipper in accordance with Belarus Customs Legislation.

Abandonment of non-cleared shipments is impossible.

Credit card payments are accepted upon delivery for freight and import charges by this destination. Contact UPS or the UPS service partner in the destination country or territory to determine which credit cards are accepted.

Restrictions may apply for freight collect shipments from the origin country or territory. Contact UPS or the UPS service partner in the origin country or territory prior to shipping.

UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

All non-document shipments are subject to customs clearance.

Shipments addressed to private individuals are not subject to duties and taxes only if:

The overall invoice values of the shipments per month (addressed to the respective consignee) is less than 22 EUR

the total weight of the shipment is not more than 10 kgs

the goods are not intended for commercial use but for private use only.

If one of the criteria has not been met, a customs charge of 5 EUR and 30% of duties will be applicable.

Customs duties are assessed on the Customs value that may include invoice of goods, transport charges, insurance and handling charges.

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.

  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Belarus. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Shipments of chemical products, depending on the Harmonized Tariff Code, may require an import license or a simple confirmation from the consignee. In addition, the product itself must be labeled with a description of substances as well, and the commercial invoice must contain a detailed product description. Otherwise, shipments will be rejected by customs and returned back to the shipper.

Products which are used for cleaning or producing machinery meant for producing food stuff, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border. The government registration certificates and attested invoices in Russian language need to accompany the products at the point of time of arrival.

Underwear (Including T-Shirts)

Underwear and T-Shirts for kids require a safety certificate issued by ROSTEST.

They are also subject to sanitary-epidemiologic controls at the border. A government registration certificate issued by ROSPOTREBNADZOR and an attested invoice in Russian language needs to accompany the products at the point of time of arrival.

Computers and computer parts require an Import License and a Certificate of Compliance issued by the Ministry of Communications.
Shipments of cosmetics require a safety certificate issued by ROSTEST and the government registration certificate issued by ROSPOTREBNADZOR.

The certificates must be available prior to shipping. A copy of the government registration certificate issued by ROSPOTREBNADZOR has to accompany the shipment together with an invoice in Russian language attested by the shipper to avoid an immediate return of the shipments. Cosmetics with an alcohol content exceeding 9% are subject to excise tax and cannot be cleared by UPS. Any delays or accessorial fees are the responsibility of the consignee.

Data shipments to Belarus require an invoice with the value of the CD-ROM or disk only.
Shipments of machinery and spare parts for machinery require a safety certificate issued by ROSTEST and an invoice with a detailed description of every spare part. Machinery imported for internal use, not for resale and in unit quantity, can be imported without the safety certificate. Spare parts of already certified machinery are exempted from the requirements.

Machinery which are used for cleaning or producing food stuff, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border. Medicine requires an Import License issued by the Belarus Ministry of Health.
Telescopic, laser sites, and spares for military use require an Import License.
Mobile phones require special import permission and Certificate of Compliance from the Ministry of Communications.
Pharmaceuticals require an Import License, issued by the Belarus Ministry of Health.
Radio equipment and radio spare parts reqire an Import License and a Certificate of Compliance issued by the Belarus Ministry of Communications.
Shipments of toys require a safety certificate issued by ROSTEST.

Special Clearance Requirements
New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
